Introduction
Foundation for financing sport organisations in Slovenia is unprofitable organisation, which allocates about 30% of concession contributions from classical gaming into Slovene sport.
Slovene Parliament has established foundation in February 1998 on the basis of Gaming act and Act of property transformation of Slovene Lottery.
Organising gambles in Slovenia is regulated by The gaming act. Gaming act defines also new model of distributing gaming incomes. Due to the old law 50% incomes of Slovene Lottery have been meant for financing of social humanitarian and sport organisations. Funds have been allocated due to game type. They have been allocated within organisations by the organ of Slovene Lottery - so called Lottery Counsel. Sport organisations received around 7% of all funds.
New Gaming Act defines different funds' allocation. Allocation key is still game type, but for the funds' managing two foundations have been established: Foundation for financing organisations for disabled and humanitarian organisations in Republic of Slovenia and Foundation for financing sport organisations in Republic of Slovenia.
The odstavek characteristic of Act of property transformation of Slovene Lottery is definition of property structure, by which both foundations have 50% share: 10% Foundation for sport and 40% Foundation for financing organisations for disabled and humanitarian organisations.
Vision
Vision of foundation is:
- Assurance of permanent sources of sport financing
- Purpose expenditure of funds in sport
- Reconciliation of various interests in sport sphere
- Identification of foundation inside sport sphere and broader
Strategy
Basic strategy of foundation activity is allocation of funds on sport sphere over two mechanisms:
- Optimal fund allocation: Council and expert commissions are in charge for this task;
- Expenditure of funds for the right purpose: that's a job of management, especially of director and special service for supervision.
On the other hand foundation puts many efforts into funds acquisition. It struggles for higher concession contributions, and also tries to get fund from other sources.
Organisation
The most important part of Foundation is its Council, composed by 13 representatives of civil sport sphere, while expert commissions deal with problems from particular sport fields, which are financed by Foundation.
Management of foundation consists of: director, administration, accounting, legal service and service of supervision of sport facilities building.
Purpose
Foundation allocates its funds regarding to its Regulation, which is approved by Foundation's founder Slovene Parliament, and annual public tenders. Foundation generally finances 4 sport fields:
- Sport activities
- Construction of sport facilities
- Sport researching and developing
- Publishing in sport
Fields are divided into following sub fields:
Sport activities
- Top sport
- Physical education of children and youth, oriented into high performance and top sport
- Free choice physical education of children and youth, sport activities of students and sport recreation
- Other activities (informing and promoting leisure activities, sport museum activities)
Construction of sport facilities
- Construction of sport facilities
- Interests subvention of credits for sport facilities building
Sport researching and developing
- Purchase of technologies for training monitoring and developing
- Programs for training monitoring and developing
- Missing programs for education and qualification in sport
- Scholarships for education and qualification of sport experts
- Selected scientific and research projects
Publishing in sport
- Expert books
- Expert and scientific journals and part of journals with expert or scientific subjects
- Proceedings of expert and scientific congresses and consultations
Most important projects
Most important projects financed by foundation are:
- scholarships for talented athletes,
- super-standard health insurance of top sport athletes,
- programme of Olympic representation and programmes of other big competition representations,
- central informatics system, called SPiC.
Three parties finance all projects: foundation, competent ministry and Olympic Committee. Foundation finances about 54 programmes of national sport federations.
